General Session Board Meeting Minutes
April 1, 2003

Board Members Present: Brent Adamson, Ray Eklund, Theresa Mann, Bruce Reichert
- Minutes: Following a motion by Bruce, seconded by Ray, the Board approved the minutes of the March 2003 Board meeting as written.
- Financial report Theresa reported a checking account balance of $4,781.34 and a reserve account balance of $43,202.71 as of March 29, 2003. Payroll and monthly utility bills will be paid this week. The financial report was approved (motion by Ray, seconded by Bruce).
- Managers Report:
- Matt Williston reported that there are some areas along the roads needing culverts. Brent indicated that WLC would be doing work on the roads in Sub. #3 and he understood from WLC that they will be doing some work on Meadow Drive also he thought that they may be extending culverts as a part of their work on Meadow Dr. He will check with WLC to determine what work they plan and a time frame for that work. Matt will continue to work on the general cleaning of culverts/ditches but await replacement/installation of culverts until Brent obtains more information from WLC.
- Loyal Willis indicated that he still receives some calls for Duquette Pines Homeowners Association as Duquette Pines is still listed in the phone book under Loyals personal phone number. He suggested that we consider some options for routing those calls to the Board. As the next publishing of the phone book will be in the fall, the Board will review options prior to that time.
- Fire Awareness:
- Terry Teeter addressed the Board and owners in attendance regarding fire suppression. Regarding structural fires, Terry provided information regarding the Idaho City Volunteer Fire Dept. They are currently under the umbrella of the City of Idaho City, with some funding from the City but have discussed, and expect to eventually become a taxing district. Terry said they have received grants/donations for assistance/equipment/training. He said their Dept. would have an interest in discussing Duquette Pines joining with them to form a taxing district. He indicated they had researched this in the past but do not have any recent/current information regarding the exact area that would be included in a taxing district, therefore no specific information regarding anticipated tax. Terry discussed the training, qualifications, and number of firefighters necessary to maintain a district. Terrys recommendation was that it was likely more economically feasible for a Subdivision the size of Duquette Pines to become part of a larger entity (Fire District) rather than to create its own district. He indicated that we would likely need approximately 20 trained members to support an individual dept. Terry also provided a recommended that fire hose be kept dry and checked for deterioration. He also reminded us that after May 10th a burn permit would be required.
- Carol Kirkland spoke in support of Duquette Pines joining with Idaho City Fire District rather than creating its own district.
- Gate: Following discussion of the recent breakage of the gate it was decided that Loyal would evaluate the option of attaching chains and a metal bar to the gate to deter deliberate damage to the gate.
- Hazardous Fuel Treatment Grant: Bruce advised that he is in contact with Jeff Bass regarding information necessary for writing a grant for the Fuel Treatment Program. He suggests we need to consider methods of providing information to the owners to encourage involvement/participation.
- Annual Meeting will be scheduled for Saturday May 17, 2003.
