General Session Board Meeting Minutes

February 4, 2003

Location: City Hall, Main St., Idaho City, Id

 

Board Members Present: Brent Adamson, Ray Eklund, Theresa Mann

                                         Elizabeth Martin, Bruce Reichert

 

 

1.        Minutes: A motion was made by Elizabeth and seconded by Theresa that the minutes of the January 7, 2002 meeting be approved as written. The motion was unanimously approved.

 

2.        Financials: Theresa stated that Carolyn had provided a month end financial reporting of  $7,292.80 in the checking account with $650.00 to be deposited and a reserve account balance of $43,202.71. Theresa reported that annual and quarterly taxes; routine road contractor, power, phone bills and application fees for Water Certification for Matt and Brent had been paid last month. The Board unanimously approved a motion made by Elizabeth and seconded by Bruce that the financial report be approved.

 

3.        Boise County Wildland Fire Interagency Group:

 

·          Brent introduced Jim White as the Duquette Pines representative to the Interagency Group and thanked him for his willingness to participate on our behalf. Jim identified the participants of this group as Forest Service, State, BLM, FEMA, Boise County, and private land owners/homeowners associations. He explained that the focus of the group is on federally mandated studies on wildfires –not house fires. Jim did an evaluation of this area and identified concerns with the Elk Creek side of Duquette Pines Sub. – some of which is BLM land. He said this is steep ground and dangerous to backfire. He said this group would attempt to focus on problem areas with all groups assisting to eliminate these problems. Jim said that there was indication at the meeting that federal monies might be available to assist homeowners associations accessing fire equipment and training. Jim said some members of the group would be willing to speak to Duquette property owners at a meeting. The Board requested Jim ask speakers, including Jeff Bass and Terry Teeter, to attend the March 4, 2003 Board meeting. Jim said the next meeting of the group will be on Feb 20, 2003 and they will meet monthly until disbanding on June 30, 2003.

·         The Board, Jim and property owners in attendance at the meeting discussed possible options for Duquette Pines fire prevention and fire fighting including a Duquette Fire District or participating/joining the Idaho City Fire District (which will be discussed further with Terry Teeter). Possible common use areas on which to maintain fire equipment (including the existing pumper truck) was discussed. The Board is continuing to discuss property ownership/common areas with WLC and will be in a better position to identify an area to maintain equipment when those discussions are completed.

·         Jim identified a concern that property owners may be unaware of the emergency egress road to be used in case of wildfire. The Board will provide that information in the next newsletter and on the website.

·         BLM responded to the Boards letter of concern regarding wildfire mitigation activities on BLM land adjacent to Duquette Pines. Ray read the letter at this meeting. BLM indicated they are evaluating the area in question and, in the spring, will consider options including thinning, prescribed fire or a combination of those activities. They identified other departments/entities with whom they are working and noted other projects in which they are participating around the Idaho City area. 

·         Jim noted that during his evaluation of Duquette Pines for potential fire problems on lands adjacent to the Subdivision, while he did not identify major problems with timber within the subdivision, he did notice numerous potential problems on individual properties including storage of firewood too close to buildings and undergrowth/debris needing maintenance/attention. Further discussion was held regarding review of the CCR’s related to appropriate removal of diseased/dead timber. Ray and Bruce will draft a proposal of possible changes of the CCR’s related to this issue for review.

·         The Board will address issues related to fire in the upcoming newsletter and, after hearing speakers at the next Board meeting, will consider whether a ‘special’ meeting related to fire issues should be scheduled.

·         Members of the Osborne family were present at the meeting and provided great insight into the trauma of losing a home to fire and their concerns that Duquette Pines move forward in determining the best method of providing a Fire Dept./access to a Fire Dept. for the subdivision.

 

4)       Building Plans: The Board will review the building plans provided by the Osbornes for their new home. They also asked about fencing (not identified in the building plans) and were asked to provide that request in writing also.

  

5)       Managers Report:  

·          Matt was unable to attend the meeting.

·          Brent advised that Gardners had been contacted to grade roads and had already begun grading Meadow Dr.

·         Ray advised that he is pursuing additional information/costs regarding dust abatement for the Boards review as a road maintenance consideration.
