General Session Board Meeting

April 6, 2004

Location: Basin Library, Idaho City, Idaho

 

Board Members Present: Brent Adamson, Bruce Reichert, Elizabeth Martin,

                                         Loyal Willis, Theresa Mann

 

1)      Following a motion by Bruce, seconded by Elizabeth, the Board approved the minutes of the March 2, 2004. Theresa reported a checking account balance of $3,424.46 and money market (reserve) account balance of $31,070.28.

2)      Managers report:

·        Jim identified road areas for consideration of widening: Meadow Dr. near Bowers property; Meadow Dr. near ‘frog pond’; Meadow Dr. hill between Wydra and D’Aquino properties; Meadow Dr. near Reinhart Dr. and Bull Pine curve/hill between Ellsworth/Frost and White properties.

·        Jim identified culverts in need of repair or replacement and water leaks to be repaired. WLC will install culverts at two locations in Sub. #3 (one near Kirklands and one on Reinhart Dr. near the ‘Y’). Culverts and water leaks in Subs. #1 and 2 will be repaired by DPHOA.

·        Neale and Barbara Gardner attended the meeting to discuss options for road repair on Meadow Dr. between the new Meadow Dr. extension into Sub. #4 and the base of the hill where a spring causes water damage to the road (near the ‘frog pond’). Neale suggests a drain, with interspersed layers of fabric and dirt/gravel, which will raise the level of the road and create some additional width. Gardners will provide an estimate of costs for repair.

·        Jim identified dead/diseased trees and trees adjacent to road (interfering with road maintenance) to be removed. Property owners in attendance at the meeting expressed concerns about trees on their property that they consider potential fire hazards. The Board identified that it is the interpretation/understanding of the Board that the section of the CCRs addressing removal of trees is to eliminate ‘clear cutting’ or unnecessary removal of trees from properties however, site maintenance for fire protection/safety is appropriate. Owners should mark trees and contact Manager Jim White for his review, prior to removal of trees.

3)      Correspondence/New Business: New owner, Jeff Blunt, attended the meeting. He advised he would be submitting building plans for a garage.

4)      Annual Meeting – scheduled for May 15, 2004 at 10:00 am. Brent will confirm availability of a room at Basin High School for the meeting.

5)      Newsletter: Elizabeth advised the newsletter would be prepared for mailing at the end of April.

6)      Meeting adjourned.
