June 3, 2008

Board members present: Brent, Roy, Kim
Others present: Jim White, Michelle Savoire

Board members will be reviewing the proposed annual budget before Bruce compiles a newsletter to go out the third week of June. This letter will recap the annual meeting. A short biography of all candidates for election to the board will be included along with a ballot. These ballots are to be back to the association by July 15th. Anyone considering running for the board should notify the board before June 15. There are two positions up for election this year.

Roads were discussed in depth at the meeting. The sink hole at the bottom of Meadow Drive was discussed. While dry weather is needed to completely assess the work done, it is apparent the situation has been improved. Drivers are reminded to drive the speed limit over this area, as the drop off on the sides is steep. Gardners have done their annual spring grading and ditch cleaning and have reshaped and cleared plugged culverts. Dust abatement is waiting for better weather. The board discussed extending several culverts, but decided to wait with this project until later.

Jim White reviewed the results of the test on one of the wells that hasn't been working recently. While the water quality was good, the quantity was limited so the test pump will be pulled up and no further work will be done on the well.

The board had several requests for exemptions from lot owners. The board denied a request for a mobile home to be parked on a lot while the home is under construction as per the CC&Rs. The board also restated the policy that two lots will continue to be assessed two road fees, even if one home is constructed on those lots and they are considered one lot by the P&Z.

The board was also asked for copies of complaints filed with the board between two property owners. We will provide any correspondence we have in this matter.

Dogs running loose in the division was once again discussed. While it is a state law that dogs are not to run free, the sheriff's office is reluctant to police the policy. Neighbors were encouraged to handle any disputes amongst themselves as the first step. If that fails the board will issue a letter to the offending home owner stating the law and offering several solutions.

It was passed that Divisions 1 and 2 be brought in accordance with Divisions 3 and 4 in the matter of unpaid annual statement balances.
Any unpaid balances as of June 30th will be assessed an 18% finance charge. Quarterly statements will then be sent to all overdue parties reflecting the balance the and appropriate finance charge.
The board reserves the right to turn any unpaid balances over to collection if necessary.
