General Session Board Meeting

May 6, 2008

Location: Boise Basin Library

 

 

Board Members Present: Brent Adamson, Roy Doan, Kim Heintzman, Bruce Reichert.

Present: Michelle Savoie Garcia, Treasurer; several homeowners

 

1. We welcomed our new treasurer, Michelle Savoie Garcia, who then provided us with the latest budget numbers. She commented that she's feeling comfortable in her new job, that there seem to be no surprises.

 

2. Our Manager Jim White was unable to make the meeting, but we did talk about the 'sink hole' on Meadow Drive, by the frog pond. We had hoped to talk with the Gardners about their prognosis, but they also were unable to make the meeting. Bottom line: we need to fix what appears to be an actual spring in the road. The current situation is unacceptable.

 

3. Brent talked with the person from Emmett, Idaho, who is working with the County on dust abatement. The Board is wanting a real victory in this arena this summer, even if it costs us a bit more money. We are trying to coordinate with the man's company, and with the need to prepare the roads prior to applying either magnesium chloride, or a ligneum or tree-based substance on the roads.

 

4. There was some progress reported on the handful of folks who have not paid their road/water bills for some time. The Board has been working with a collection agency to collect the money owed to the subdivision.

 

5. A notice will be sent out to homeowners, about the upcoming Annual Meeting on Saturday, May 24th, at 10 a.m., at the Senior Center. The agenda for the meeting is as follows:

Financial Report; Wildfire and your home; Report from our Manager; the RV Park; Roads; Fire house & Adaptors; Elections, with two positions open; and Property Owner Input.

 

6. The Board discussed the proposed Fire House. It was a unanimous decision to hold off for a year on building anything. It's safe to say that the state of our economy has folks a little spooked. We have a decent reserve in the bank, but no one wanted to drain our account during this difficult financial time. Besides, we seem to be finding enough ways to spend our hard-earned dollars: on roads, on improvements to our wells, on the gate, on brass fittings for our standpipes, on a new standpipe near the meadow, etc. There was also more discussion about a fire taxing district, which would include Idaho City and the surrounding area.

 

7. Tim Alden, a homeowner from Division Four, brought his house plans to the Board. The Board was impressed with his proposed plans and barn, and after a discussion about board and batt on the gable ends (which the Board asked him to change), the plans were unanimously approved.

 

8. Scott Childs, also from Division Four, attended the meeting as well. Scott suggested an interest in having parts of the CCR's re-written. The Board explained the process that must be followed to change the Covenants. It's not something the Board can do; it requires a vote of the Division homeowners. We wished him well, but noted that it's a long, tedious process.
