– from November meeting were approved as presented.
Financials
–
Discussion
about Gardner’s bill regarding grading, sanding. Can we buy sand and do
it ourselves, or buy it and have Gardner’s spread it with a sanding
truck? Are there liability/legal implications? Road maintenance
last year was just over $33,000, which is under budget. Brent will
have a discussion with Gardner’s regarding insurance coverage, proper equipment
availability, purchasing/storing sand, etc. and
get back to the Board for approval to proceed. Moved & seconded to
have Brent contact Gardner’s and get a price on sanding. Motion
carried.
Amended taxes due from 2007/8 are $976.00. Michelle will call insurance
agent to cancel policy on pump truck. Moved and seconded to pay the bills
as presented. Motion carried.
Manager’s
Report-
Road
maintenance discussion – in order to keep them in good repair,
Jon
moved dead end sign from Skyline/Bulldog so snow removal would not be a problem
in that area. He built 4 extra arms for the gate. Gate was broken
once in November – arm was replaced. Complaints from a homeowner about
potholes near entrance - Jon filled. Why have gate arms been left
up? Jon had received requests from homeowners who were having
visitors/parties, weather-related issues, etc. Gate will be left down
unless there are special conditions.
Discussion
about the road intersection of Meadow/Meadow and the dip – tabled until Spring.
Needs
to be a clean-up effort throughout the subdivision – many homeowners are
accumulating debris from construction, vehicles, etc. At least one is
breaking a County ordinance, which is a misdemeanor offense. Letters to
the offending homeowners will be sent to request compliance. Bruce
offered to compose a letter for the Board to review.
Old
Business-
Water
Agreement – 11 points to the agreement. Includes a
point that each agreement will be filed with the County. Is this
necessary? Probably not. The agreement binds the person that originally
signs, and every owner thereafter. If the owner wants
water from the subdivision, then they need to sign the agreement.
If not, then they would not be hooked up to water.
Jon
reported that it would be approximately $200 for a device that would shut
homeowner water off for nonpayment of dues. Homeowner would be given
notice before this happened. Further discussion by the Board will take
place this winter in order to implement the procedure in the Spring.
Goats
in the subdivision– there was a short discussion of draft letter to homeowner
with information from attorney as to the Board’s position.
New
Business – Board will purchase gift certificate for Jim White in appreciation
for his service.
