Financial Report and Budget Discussion
– Brent Adamson
- Explanation and information about accounts
receivable, foreclosures and Idaho Law, liens. Brent also brought up a homeowner letter
regarding a successful class action lawsuit that was filed by Star Ranch
subdivision homeowners against fellow homeowners who were in violation of
their CCRs. The homeowner who
brought this to the Board’s attention was in attendance and gave further
details of the suit. He suggested
that the Board check into this, including securing a competent,
knowledgeable attorney.
- Brent advised that there is $70,855 as of
July 2009 in our account allocated to water. Those in Division 4 who are not on
subdivision water pay $5.00 per year toward fire suppression.
- There was a discussion with the attending
homeowners on the Board’s decision to proceed with water shut-off for
nonpayment after one year. A
homeowner commented that we should mark any of
these ‘dry’ standpipes to alert fire fighters in the event of a fire.
- There was a general discussion of the
2010/2011 budget.
Report from Resident Manager
- Jon Long
- Jon gave a report regarding plans for upcoming dust
control application and road maintenance/repairs. Regular road maintenance – Gardners will grade entire subdivision & clean up
pot holes, including pulling up the edges.
Four intersections will be repaired, as well as one road with an
exposed culvert. The County will
not be doing dust abatement up to our gate this year. Duquette will be applying magnesium
chloride this summer.
- The addition of metal
arms on our gate seem to have decreased the breakage
occurrence. There was a discussion
about advantages/disadvantages of changing the gate code.
- Wells are all in working order. Jon brought up the need to conserve
water this summer – no lawn watering, etc.
- Fire season has begun. Homeowners now need a fire permit to
burn, free of charge, from the Forest Service. If homeowners witness a fire in the
subdivision, Jon advised them to alert the Fire Department first, by
dialing 911, before attempting to suppress it. He noted that standpipes need brass
adapters so the fire department hoses will fit . . . needs to be 2
1/2“. The subdivision will provide
them – just let Jon know.
- Jon advised that we have three varieties
of noxious weeds in the subdivision, including Canadian thistle, spotted
knapweed & skeleton weed. On
June 5 there will be a free chemical distribution for interested
homeowners who wish to help eradicate them. The chemical can be picked up at the
County Garage in Idaho City. If you need assistance identifying the
noxious weeds, contact Jon.
General clean-up – Wendy
Jeffes
- Wendy facilitated a discussion of the planned
subdivision cleanup. Consensus was
to have it as soon as possible. The
actual date will be communicated to homeowners via the Duquette web site
and by signage at the gate. In an
effort to improve the overall appearance in the subdivision and
facilitate/encourage homeowner compliance of the Covenants, the Board will
coordinate a clean-up effort where residents can leave miscellaneous
debris (approved for disposal at the Idaho City dump) at the end of their
drive-way to be picked up by volunteers for transport. Homeowners are encouraged to take advantage
of this service.
Elections discussion
- Brent read letter from Board Member Kim Heintzman
regarding homeowner service on the Board and upcoming elections.
- Brent explained the process of nominations and asked
homeowners to send nominations to the Board no later than June 10, 2010. On July 15 the election of the five open
Board positions will take place. Please
advise Brent of any nominations, after securing the approval of your
nominee.
Property Owner input
- A vote was taken to spend subdivision dollars to allow
our attorney Charlie Honsinger of Ringert Law to research class action suits against
individual homeowners for unpaid dues and other CCR violations. Majority consensus. Information will be on the web site and
on our facebook page.
- Homeowners can email the Board to ensure they are kept up
on current issues.
- A vote was taken to determine if the gate code should be changed. Homeowners in attendance voted to leave
it as is. Bruce reminded homeowners
they can get remote controls from Jon Long.
- The attending homeowners agreed with the Board’s desire
to increase the level of enforcement of CCRs and collection of accounts
receivable, including pursuing appropriate legal means.
- In a follow-up mailing with the election ballot, homeowners
asked that information be included regarding the RV parking for Division
4, and corresponding covenant information.
