DUQUETTE PINES HOMEOWNER'S ASSOCIATION
ANNUAL BOARD MEETING
Boise Basin Senior Center, Idaho City
May 30th, 2014

Attendees: Lynn Murdoch, Scott Jackson, Dee Woodstrom, Art Burget, Jon Long and Michelle Savoie-Garcia. Brent Adamson joined the meeting towards the end.

Mailboxes – Lynn checked on what we would need to do to get a mail box cluster.  She will work with Michelle at the Idaho City Post Office.   It was discussed that the post office personnel will not come into the subdivision so we would need to work with the Forest Service for placement outside of the gate.  Lynn spoke about the cost of the boxes and the structure that would be needed.  Most of the people in attendance were interested in this but would like more information on costs. 

Roads – Art spoke about the buildup work done on the roads and that we are now in “maintenance” mode.  Persons in the audience brought up dust abatement.  Art spoke briefly about this and stated that the Board had not made a decision.  Art spoke about Lantern Way and that the gates were put up because of abuse and non-residents using the subdivision roads.  Some people are concerned about the width of the gate but it was explained that this was the width of most atv’s and utv’s and if it were any wider, then actual vehicles could go through it.  Art also stated that the gate code will be changing this year.

Budget – Art spoke about the budget and that it is not a true picture as our year begins July 1st.

Elections – Dee’s term is up and the Board could use another alternate.  Diane Cowles stated she is interested in being a Board member.  Ballots will go out to property owners along with the maintenance and water bill.

Building Plans – Scott spoke about basic building plans and the process that should be followed within the subdivisions.  There was a question, from the audience, asking about the property on Willis Way. 

Subdivision Cleanup – this will take place tomorrow morning.  Manager, Jon Long asked if people could bring trailers to pick up the slash piles along the road that he had previously cut down as part of the mitigation and safety within Duquette Pines.

Water – Art spoke about the latest test and that we are within legal limits for arsenic.  The Board will be running another test this month and homeowner’s will be notified via the website and/or newsletter.
Art stated that Brent is the only certified water tester so we are getting an alternate certified.  
Brent came at 8:00 pm and spoke further about the water.  Brent stated that
after our DEQ inspection was completed and we received a passing grade, any of our deficiencies are minor and we are not required to do anything with them until we make major changes on the system.  Conservation – Brent spoke about the aquifer and how long the water will last. 

Q & A and Open Forum – Water usage, noxious weeds and that the chemical spray is available every Saturday in June or until they run out.  There was discussion on using sheep for weed control.  Chickens will be discussed further at the next meeting. It was asked about the 40 acres for sale and if they are blocking off the atv access.  There was discussion in asking the Idaho City Ranger about having fire fighters come and clear brush near the subdivisions.  Could there be a community garden in the meadow?    

Art adjourned the meeting until June 21st.  Lynn seconded.  All ayes, motion passed.

After the meeting there was discussion, amongst the Board members and Manager Long, about dust abatement.  Jon stated that we need to act on this soon so we get the most use for our money.  After discussing, there were a few motions that died due to lack of seconds.  Brent then motioned that the dust abatement be done on all main roads and most of the side roads in Duquette Pines.  Art seconded.  All ayes, motion passed.
