BOARD MEETING

February 6th, 2017
Open Meeting: Lisa B. opened the meeting at 7:05 pm.
Meeting Structure: Everyone in attendance was
familiar with the meeting structure.
Attendance: Lisa B., Dee, Melissa, Kurt, Lisa K.
and Karter. Absent: Donna.
Approve Jan. 16 meeting minutes: Melissa motioned to
approve the meeting minutes for January 16th. Lisa B. seconded, motion passed. Kurt recused himself as he had not attended that
meeting.
Financials-Lisa Kindelberger: Kurt
motioned to approve the financials.
Melissa seconded, all ayes.
Checks were signed.
Ø Delinquent
account policy (Dee): The Board discussed the draft document and made changes. Melissa motioned to approve the Delinquent
Account Policy with changes made. Kurt
seconded, all ayes.
Ø Gurwell letter: Mr. Gurwell
sent a letter to the HOA Board stating that he had done some sign painting in Duquette Pines several years ago and he is asking that his late
fees for association dues be waived or lowered as payment for the painting that
he had done. The Board discussed this
and stated they can’t set that kind of precedence. Lisa K. will inform him that he will have to
pay the late fees on his account.
Maintenance Report- Karter Thompson:
Ø Snow
removal and sanded roads

the monthly generator test
Ø Blue
Jay Way frozen water issue
Ø Cleared
the snow off the top of the gate house
Ø Replaced
the phone at the gate
Ø Spreader
attachment – The Board reviewed the information given by Karter and tabled this
decision as it is late in the winter season.
The Board will keep this open for discussion early this coming summer to
make a decision before next fall.
There was discussion that for the sanding to be done efficiently,
Karter has had his wife drive his truck while he is in the bed throwing
sand/gravel mix on the roads. The Board
made the decision to pay Karter time and a half when his wife drives his truck
for sanding, to compensate for her time.
Old Business:
Internet payment options (Kurt) - He spoke about his research into this and is
recommending that it is not worth pursuing right now partially because we
cannot charge recoup fees and the cost outweighs the convenience.
Ballot Div. 3 discussion (Melissa) - The Board reviewed the ballot and made
suggestions to finalize; such as, 30 days to return the ballot and if not
returned, the ballot will be counted as a “yes” vote. Lisa B. will finalize the verbiage and
approval of the ballot wording will be at the March 6th meeting.
CCR enforcement policy - The Board discussed the policy and will
be adding the verbiage: A formal complaint must be given to go forward with the
Board’s review and to follow the fine procedure. Melissa motioned to have Lisa B. consult our
attorney and go by his recommendation to move forward. Dee seconded, all ayes.
New Business:
IDRWA membership – Kurt motioned to approve the membership with IDRWA (Idaho
Dept. of Rural Water Association).
Melissa seconded, all ayes.
Gate remotes – We are out of remotes. There
was discussion to purchase more. Dee
motioned to purchase 6 more gate remotes.
Kurt seconded, all ayes.
There was discussion on filing of paperwork for non-profit that
has to do with fees and income. Dee will
find out more information and report back to the Board.
Nextdoor Duquette Pines – The
Board had a brief discussion about this new website.
The next Board meeting will be
March 6th.
Melissa motioned to adjourn the meeting at 9 pm. Dee seconded, all ayes.
